With reference to Foreign office letter F 6076/176/10 of 27th September, 1935, and previous correspondence, I am directed by Mr.. Secretary Eden to transmit herewith, to be laid before the Lords Commissioners of the Adairalty, a copy of a despatch which has now been received from His Majesty's Ambassador at Peking, regarding the proposal to grant certificates to those chips engaged in the China coast trade which are adequately protected against piracy.

Their Lordships will observe from the enclosure to Sir Alexander Cadogan's despatch that for various reasons His Majesty's "onsul-General at Shanghai regards the proposal as impracticable in its present form, and 1 am to state that in view of the considerations advanced by Sir John Brenan, Mr.
Eden concurs in this opinion.
